Not quite. It is not a matter of weight, but a matter of how clouds react. A pegasus, as you might find from time spent in Ponyville, weighs just as much as another pony, but walking on clouds is one of their gifts.

The easiest way to describe it is to say that clouds are solid to pegasi in a way they are not solid to anypony else, at least not normally.

In Equestria, the city of Cloudsdale is composed entirely of clouds, and home exclusively to the pegasi that live there. In Cloudsdale, the weather factory manufactures the weather the rest of Equestria needs: rainclouds, snowflakes, even rainbows. The gifts of a pegasus are deep and surprisingly complex, even though many feel they rank second to unicorn magic.

They certainly can. My sister has been giving lessons on the subjects to those who assume a pegasus form on entering Ponyville... as I have been giving lessons in magic to those who become unicorns.
