The easiest way to describe it is to say that clouds are solid to pegasi in a way they are not solid to anypony else, at least not normally.

In Cloudsdale, the weather factory manufactures the weather the rest of Equestria needs: rainclouds, snowflakes, even rainbows. They certainly can. My sister has been giving lessons on the subjects to those who assume a pegasus form on entering Ponyville... as I have been giving lessons in magic to those who become unicorns.
