There are some people here who know where Xehanort came from, I think. What I can tell you is that all of his plans center around getting control of Kingdom Hearts. Kingdom Hearts is like...the source of everything. If you got control of it, you could do whatever you wanted, and what he wants isn't exactly fluffy bunnies and tea. He doesn't care who or what he destroys on the way to getting it, either.
